[Be-devel] [MERGE] Two tiny fixes

The attached bundle fixes two minor things: executability of setup.py
and Bazaar branding (Bazaar-NG has been renamed Bazaar).

Btw, would it be possible to have "child_submit_to =
be-devel at bugseverywhere.org" set in the branch configuration of the
main branch? That should make it possible to run just "bzr send" to
submit bundles.
