This is the spare proton source for the LHC. A simple bottle of hydrogen. The hydrogen is stripped of electrons by a high voltage anode, and the protons are spat out into the LINAC. From there to the PS, then the SPS, then the LHC. In the metal faraday cage on which this is mounted, a source is already at work.   (23/117)
